What Is the Public Law Outline (PLO)? A Guide for Parents Facing Social Services Concerns
The Public Law Outline (PLO) is a legal process used by local authorities (social services) when they have serious concerns about a child and are considering starting care proceedings. The purpose of the PLO process is to give parents an opportunity to work with professionals and address concerns before the matter reaches court. Making sure you work closely with your solicitor, stay engaged with the process and follow all written agreements is essential throughout the process.
The process usually begins with a “Letter Before Proceedings”, sometimes called a “PLO letter”, from social services. This letter explains the concerns social services have and invites parents to attend a PLO meeting. It is important to take this letter seriously, as it may be the last opportunity to avoid court proceedings.
During the PLO process, the local authority may set out specific actions or expectations for parents, such as engaging with support services, attending appointments, or making changes within the home. Progress will be monitored and reviewed over time.
If sufficient improvements are made and concerns are reduced, the local authority may decide not to issue care proceedings. However, if concerns remain or risks increase, the local authority may start court proceedings.
